The European Cooperative for Rural Development (EUCORD), under its ongoing development initiatives—including the PROFARM Project (funded by the European Commission under the KUNGAHARA Program and implemented in partnership with RDI) and the PURE.Ag Project (funded by EnDev/GIZ through Mercy Corps)—hereby invites qualified service providers in videography to submit quotations for the provision of professional video production services to support project training workshops and field activities..
Services requested include:
Shooting videos and make editing with subtitles in English
Quotations must be submitted to the procurement office at the address below no later than 05th May 2026 at 11:00 AM Kigali local time.

2. Background
EUCORD is an international NGO with headquarters based in Brussels (formally registered as a cooperative in the Netherlands) with offices in Africa and Kigali in particular. EUCORD’s vision is to nurture more prosperous and entrepreneurial rural communities in developing countries.Its mission is to help people living in poverty in developing countries improve their wellbeing, by increasing farmers’ capacity to sustainably grow quality crops matched to the commercial needs of the agribusiness sector and in doing so, increase food security, develop the private sector and improve the livelihoods of rural communities. To fulfil its mission, EUCORD focuses on supporting farmers increase their crop yields and to develop efficient value chains, while working with the private sector to guarantee a demand for produce and a supply of key inputs.
EUCORD helps farmers to reach their full potential while allowing businesses to rely on locally sourced crops. EUCORD provides end-to-end value chain development services, including: access to finance, capacity building, climate smart agriculture, enterprise, development, market assessment, nutrition and value chain development.
In Rwanda EUCORD has successfully implemented several projects since 2014. Currently, EUCORD is implementing three projects. Among them, PURE.Ag: Productive Use of Renewable Energy in Agriculture value Chain funded by GIZ/EnDeV (Energy Development) Via Mercy Corps. Under the European Union funded Kungahara program, EUCORD is implementing the PROFARM Project: Promoting an integrated farming system around sunflower, maize and vegetables to stimulate resilient agriculture and nutrition security for smallholder farmers in Rwanda.
As part of its communication and knowledge-sharing efforts, the EUCORD seeks to produce short documentary videos (3–5 minutes) that captures the project’s story, key activities, and impact on beneficiaries.
3. Objective of the assignment
The objective of this assignment is to engage a qualified videography service provider to produce a high-quality, engaging, and informative short video that tells the full story of the project, including context, implementation, and outcomes.
4. Scope of Work
The selected service provider will be responsible for:
- Planning and coordinating field visits and interviews
- Filming interviews with key stakeholders (beneficiaries, project staff, partners)
- Capturing high-quality B-roll footage (activities, environment, interactions)
- Editing and producing a 3–5-minute video
- Adding English subtitles to all spoken content
- Incorporating background music, voice-over (if required), and branding elements
5. Deliverables
The service provider is expected to deliver:
- One (1) final edited video (3–5 minutes)
- One (1) version with English subtitles (accurate and synchronized)
- One (1) short version (30–60 seconds) for social media (optional)
- Script and/or storyboard (for approval prior to filming)
- Raw footage (optional, if required by the client)
Note: This will apply to each video produced
6. Technical Specifications
- Video resolution: Minimum Full HD (1920x1080); 4K preferred
- Audio: Clear, professional-quality sound with minimal background noise
- Format: MP4 (H.264 codec recommended)/or propose the best format in the RFQ
- Subtitles: Professionally translated and embedded in English
- Stabilization: Use of tripod/gimbal for stable footage
- Lighting: Adequate lighting for indoor and outdoor shooting
7. Content Requirements
The video should:
- Present a clear and compelling narrative (beginning, middle, end)
- Highlight key achievements and impact of the project
- Include human-interest elements (testimonials, real-life stories)
- Reflect inclusiveness and diversity where applicable
- Align with the organization’s branding guidelines
8. Eligibility and Compliance Requirements
Bidders must submit the following mandatory documents as part of their RFQ:
- A valid Business Registration Certificate issued by the Rwanda Development Board (RDB)
- A valid Tax Clearance Certificate issued by the Rwanda Revenue Authority (RRA)
- A valid Compliance Certificate issued by the Rwanda Social Security Board (RSSB)
- At least three (3) certificates or references demonstrating satisfactory completion of similar services
Note: Failure to provide any of the above documents may result in disqualification from the tendering process.
9. Financial Proposal
The financial proposal should include:
- Professional fees (filming, editing, scripting)
- Equipment costs
- Any other applicable costs
- Total cost (inclusive of all taxes)
Note: EUCORD will provide transport support for a maximum of two (2) personnel during the filming period.
10. Evaluation Criteria
Proposals will be evaluated based on the following criteria:
Technical criteria
- Technical approach and understanding of the assignment weight 20%
- Three Relevant experience and portfolio weight 15%
- Eligibility and Compliance Requirements weight 15%
- Delivery timeline weight 10%
Note: The shortest delivery period is highly weighted
Financial score:
The financial proposal shall carry a weight of 40%. Scores for financial proposals will be calculated proportionally, with the lowest-priced bid receiving the highest score and other bids evaluated relative to it.
11. Ownership and Rights
- All final outputs and raw footage (if requested) shall be the property of EUCORD
- The service provider shall obtain consent from all individuals filmed
- The service provider shall not share, publish, or distribute any project materials or outputs to any third party, including on personal or company social media platforms, without prior written authorization from EUCORD.

Selected bidders will be notified via email
13. Bid Validity
Bids must remain valid for 365 days after the submission deadline.
EUCORD reserves the right to cancel the tender before contract signing.
