JOB DESCRIPTIONS

Background

The Korea International Cooperation Agency (KOICA) Rwanda Office supports the Government of Rwanda in achieving its national development priorities through various programs, particularly in ICT, education, and capacity development.

KOICA Rwanda is currently implementing projects to strengthen digital transformation, innovation, and skills development in Rwanda’s public and education sectors.

To support the effective implementation and expansion of these initiatives, KOICA Rwanda seeks to recruit a qualified and experienced ICT Program Specialist.

Contributing to poverty reduction and sustainable development of the Republic of Rwanda in line with Vision 2050of the Republic of Rwanda and Country Partnership Strategy of the Republic of Korea; further strengthening the partnership of the two countries

< Details of duties and responsibilities>

Project Management and Implementation

  • Manage and supervise KOICA Rwanda’s bilateral ICT projects. 
  • Coordinate the implementation of ICT bilateral projects and capacity-building programs. 
  • Monitor project progress and report on key milestones, challenges, and outcomes. 

Stakeholder Engagement and Coordination

  • Communicate and coordinate with key ICT and education sector partners. 
  • Arrange meetings and maintain regular engagement with stakeholders. 
  • Liaise with relevant institutions and partners as required. 

Partnership Development

  • Identify and develop new partnership opportunities in the ICT and education sectors. 
  • Support the development of new bilateral projects and capacity-building initiatives. 

Research, Analysis, and Reporting

  • Survey, analyze, and report on key trends in the ICT sector. 
  • Contribute to sector reports, briefs, and policy-level discussions. 

Technical and Operational Support

  • Assist Korean expert teams in carrying out their missions in Rwanda. 
  • Provide technical support in ICT systems, digital solutions, and innovation initiatives. 
  • Support office operations, including workshops, meetings, and business trips. 

Others

  • Support office affairs, including workshops, business trips, etc
  • Perform other duties as assigned and directed by the management

3. Required Qualifications and Experience

Education

  • Bachelor’s degree in Information and Communication Technology (ICT), Computer Science, International Development Cooperation Studies, or a related field. 
  • A Master’s degree in a relevant field is an added advantage. 

Experience

  • Minimum of 5 years of professional experience in ICT, digital transformation, graphic design, and use of tools such as Canva and AI platforms, or related fields. 
  • Proven experience in project management, particularly in ICT or development-related projects within international organizations or UN agencies, is desirable.

Technical Competencies

  • Strong knowledge of ICT systems, digital platforms, and emerging technologies. 
  • Demonstrated skills in Artificial Intelligence (AI) and its practical applications. 
  • Competency in designing digital solutions, systems, or platforms. 
  • Good understanding of e-governance and digital transformation frameworks. 
  • Proficiency in MS Office applications.

  • Strong analytical and problem-solving skills. 
  • Excellent communication and report writing skills. 
  • Ability to work independently and collaboratively in a team environment. 
  • Strong organizational and stakeholder management skills. 

Language Requirements

  • Fluency in English (written and spoken) is required. 
  • Proficiency in Kinyarwanda is required.

*Preferred Qualifications (Plus)

  • Experience studying or working in Korea (or experience working for a Korean organization)
  • Basic Korean language skills

  2. The application documents mentioned above (①~⑤) should be submitted by hard copy to the reception of the KOICA Rwanda Office in Plot No. 10050, 34 KG 13 Ave.Nyarutarama, Kigali by 17:00pm on Friday 08th of May, 2026.
  3. The Questionnaire, job application summary and detailed C.V. must be written within 2 pages in English otherwise the application will be disqualified.
  4. The relevant experience will only be effective with a hard copy of the certificates presented at submission and candidates must not be in employment elsewhere when accepting the job offer.
  5. Submitted copies of letter and documents are not to be returned. Only Successful candidates will be contacted.
  6. The results for the initial screening will be announced in the second week of May, and the final results are scheduled to be announced following the second-stage interviews.
  7. The first day of work is scheduled for June 1st.
