Rwanda Social Security Board (RSSB) was established by the law No.45/2010 of 14/12/2010 that determines its mission, organization and functioning. This institution was established after the merger of Social Security Fund of Rwanda (SSFR) with Rwanda Health Insurance Fund (RAMA). This law has been amandeted and completed by the law n◦ Nº04//2015 of 11/03/2015 that gives RSSB the responsibility to manage Community Based Health Insurance (Mutuelle de santé).
The mandate of the institution is to administer social security in the country. The branches currently managed include; pension, occupational risks, Health insurance and Community Based Health Insurance. The benefits offered under the different branches are; old age, invalidity, survivorship, work injuries and work related diseases and health insurance benefits. 
RSSB as a financial institution is supervised by the National Bank of Rwanda according to the banking law N°55/2007 of 30/11/2007 where as its activities are overseen by the Ministry of Finance and Economic Planning.

INVITATION FOR EXPRESSION OF INTEREST (EOI)(TWO STAGE NATIONAL COMPETITIVE BIDDING – NCB) 

TITLE OF THE TENDER: EXPRESSION OF INTEREST FOR HIRING A DESIGN AND BUILD CONTRACTOR FOR THE

PROPOSED RSSB FIT-OUT AND REVAMPING

WORKS;

Client: Rwanda Social Security Board (RSSB) 

Dear Interested Bidders,

  1. The Rwanda Social Security Board (RSSB) (hereinafter referred to as the “Client”) invites eligible and qualified Design and Build contractors to submit their Expression of Interest (EOI) for hiring a design and build contractor for the proposed RSSB fit-out and revamping works. The project includes: 

(a) Installation of a modern boardroom (Tower 1- 10th floor, 50+ persons). (b) Renovation of the staff canteen and the Kitchen (Tower I). 

(c) Soundproofing of the offices on the First floor and Ground floor, Tower I (d) Sanitation improvement works for Tower I and Tower II (176) (e) Establishment of a dedicated Mother’s room 

(f) Revamping of the Entrance and Reception Area (-2) level 

  1. The objective of this tender is to engage a competent contractor capable of delivering a complete Design and Build solution for the proposed RSSB fit-out and revamping works 
  2. This procurement will be conducted under a two-stage National Competitive Bidding (NCB) process as follows: 
  • Stage 1: Expression of Interest (EOI) and Technical Evaluation Interested bidders shall submit their Expression of Interest, including technical proposals demonstrating their experience, methodology, and capability.

o Bidders shall be given fourteen (14) calendar days from the date of publication to submit their EOI.

o Only bidders who attain a minimum score of 80% in the technical evaluation shall be shortlisted.

  • Stage 2: Request for Proposals (RFP) 

o Shortlisted bidders will be issued the Request for Proposals (RFP) to proceed with the next stage of the bidding process.

o These bidders shall be invited to a bid clarification meeting before submission of their final proposals. 

  1. This tender comprises one (1) indivisible lot covering all the works described above. 
  2. This invitation is open to all qualified and experienced firms with proven expertise in Design and Build projects of a similar nature and complexity, in accordance with the Terms of Reference. 
  3. The Tender Document shall be requested and obtained exclusively via email from the Procurement Office through Procurement@rssb.rw. Interested bidders may request the Tender Document on working days starting from 22 April 2026, between 9:00 a.m. and 5:00 p.m., by sending an email and attaching proof of payment of a non-refundable fee of RWF 10,000 (ten thousand Rwandan Francs) deposited to the following account:

Upon receipt and verification of the payment proof, the Procurement Office shall email the Tender Document 

  1. The successful bidder shall be selected using the Quality and Cost-Based Selection (QCBS) method during the RFP stage. 
  2. All bids shall be accompanied by a Bid Security issued by a reputable bank or Insurance Company in accordance with the bid security form. The bid Security shall be equivalent to Seven Million Five Hundred Thousand Rwandan Francs (Frw 7,500,000
  3. EOIs shall be submitted in English, clearly marked with the tender title and reference number. Submissions must be delivered in sealed envelopes to the RSSB Supply Chain Management department Office not later than 12 May 2026 at 10:00 AM (local time).
  4. Bids will be opened in the presence of bidders’ representatives who choose to attend on than 12 May 2026 at 10:15 a.m. in the Board Room of RSSB HQ, Tower II, 9th Floor. Bids shall remain valid for 120 days after the Deadline for Bid Submission prescribed above. 
  5. This procurement shall be conducted in accordance with the RSSB Procurement Rules
  6. Bid will remain valid for 120 days validity period from the date of submission of EOIs.
  7. More detailed Terms of Reference, technical requirements, and evaluation criteria shall be provided to shortlisted bidders at the RFP stage. 
  8. Bidders shall bear all costs associated with the preparation and submission of their bids. RSSB shall not be responsible for such costs. 

Note that, after notification of the evaluation result, the bidder may appeal, if any, offline with RSSB, the procuring entity, at the first level, and with the RSSB Procurement Review Committee at the second level. 

The appeal fee applicable at the second level for tenders exceeding Twenty Million Rwandan Francs (Frw 20,000,000) is a non-refundable amount of One Hundred Thousand Rwandan Francs (Frw 100,000).
